California Department of Corrections and Rehabilitation releases personal mental health records of man accused of murdering Stockton student to San Joaquin County court so judge can determine his mental capacity to face charges The court held Monday that it should do so.
At a November 28 hearing, Judge Patrick Smalling ordered CDCR to “make a complete and unredacted copy of[the defendant’s]Central File,” according to court records.

Defendant Anthony Gray was charged with murder in April after stabbing Stagg High School student Alicia Reinaga to death on campus.
According to the Stockton Unified School District, Gray pulled into a parking lot on the Stagg campus, pulled over, grabbed Reinaga and another student, and stabbed Reinaga.
Prosecutors allege that “the murders were deliberate and tortured” and were carried out “in a manner that showed planning, sophistication, and/or professionalism.”

Court records show that Gray previously spent time at Atascadero State Hospital, a state-run psychiatric facility and prison. He is scheduled to appear in court in January and undergo a trial to determine the mental capacity to be charged. Lois Keenan, Gray’s public defender, was not immediately reachable for comment on Tuesday.
Under California law, a person is considered ineligible to go to court if his or her mental illness or developmental disability prevents him or her from understanding the proceedings against him or assisting an attorney to defend him. In June, a court-appointed doctor said he believed Gray was competent, a claim Gray’s lawyers made.

Records from Atascadero, as well as California Correctional Health Care, San Joaquin County Behavioral Health, and county jails and hospitals, have been subpoenaed, according to court documents.
Prosecutor Daniel Peilano, the prosecutor in the case, was not immediately available for comment.
