President Joe Biden will return to Delaware on Friday to attend a town hall about recently signed legislation expanding medical benefits for veterans exposed to burns and toxic substances.
Biden will speak to veterans about the PACT law at the Major Joseph R. “Bo” Biden III National Guard/Reserve Center near Newcastle. Former Delaware Attorney General Beau Biden, who died of brain cancer in 2015, served as a major in the Delaware Army National Guard.
The president has publicly speculated that his eldest son developed a brain tumor after being exposed to a burn pit while on duty in Iraq.
“Toxic smoke, thick poison, spreads through the air and into the lungs of our military,” Biden said. Bill signed in August“When they returned home, many of the fittest and best warriors we sent to war were not the same. Headaches, numbness, dizziness, cancer. My son Bo was one of them.”
Senator Tom Carper, the last Vietnam veteran to serve in the U.S. Senate, invited Mr. Biden to City Hall on Friday. The event is part of Carper’s Annual Veterans Summit, which consists of elected officials and leaders of Delaware’s veterans’ groups.
At city hall, Biden is expected to encourage veterans to sign up for health care, get screened for potential toxic exposures, and file insurance claims if they experience related conditions. It is one of 90 national events the Biden administration is holding regarding the legislation.

The City Hall is one of the few presidential events Mr. Biden has hosted in Delaware this year.
In October, Biden spoke at Delaware State University about the White House’s student loan debt forgiveness program. He also spoke at the University of Delaware’s commencement ceremony in the spring.
This Saturday also marks the 50th anniversary of the deaths of Biden’s first wife, Neilia, and baby daughter, Naomi.
Biden often visits his family’s graves when he returns to his Greenville home, such as on the anniversary of his car accident.
