Manita Rao is a Senior Strategic Policy Advisor to the Financial Security Team at AARP Public Policy Institute. Her areas of expertise are pension and retirement policy, public finance, and urban economics. Rao conducts research on financial sector innovations that promote financial inclusion and address racial wealth disparities.
Prior to joining AARP, he was an assistant professor of public policy, designing and teaching courses on policy analysis, empirical research, and public finance. Prior to entering academia, he was a senior research associate at a think tank in the international development sector, working closely with banking regulators and international institutions such as the World Bank to expand access to financial services and promote inclusive urban growth. She has also led a legislative campaign to promote gender equality through constitutional amendments that guarantee education as a basic right for all Indian citizens.

Rao holds a PhD in Public Policy from the University of Southern California, a Master’s degree in Policy and Evaluation from the University of Michigan, Ann Arbor, and a Master’s degree in Social Policy from the Tata Institute of Social Sciences, India.
