Part-time faculty health care is rare and something CCA has been advocating for for years. It was recently discussed at Hartnell College, and they won. The nearby Gavilan University Faculty Association also negotiated health care for part-time faculty through an AB 190 compliance agreement.
AB 190 expands the current part-time faculty health insurance program and incentivizes school districts by providing up to 100% reimbursement for medical costs. This would allow CCA local unions to negotiate expanded access to medical benefits for part-time faculty.
How does it work? It varies somewhat by school district, but upon receiving a 40% or higher allocation, troop members and their dependents are eligible to select a district-paid health plan, which You will be reimbursed by the state. Among the CCA locals who have used AB 190 to benefit adjunct faculty are College of the Desert Adjunct Association, Rancho Santiago Community College District Faculty Association, MiraCosta College Academic Association Faculty, Southwestern University Educational Association, and the Riverside Community. Includes college district faculty associations. .
CCA Secretary John Sullivan, a former executive committee member of the RCCDFA, said health insurance negotiations are possible. “My recommendation to all chapters working on this issue is to work with your primary CTA staff to explore your options and move forward knowing you are not alone in this process.”
