SACRAMENTO – Governor Gavin Newsom today announced the following appointments.
Sarah Brooks, of Sacramento, has been appointed principal deputy director for medical programs at the California Department of Health Services. Ms. Brooks has been a managing director of Sellers Dorsey since 2021 and has held several positions there since 2020. She served as Deputy Director of the Department of Health Services from 2015 until 2020. She was chief of the health department's managed care quality and oversight division. From 2014 until 2015 she worked in the Health Services Division, and from 2012 until 2014 she served as Head of the Program Oversight and Health Policy Division. From 2007 she served as Assistant Director of Policy at the California Association of Public Hospital Health Systems from 2012. She was a member of the National Association of Social Workers – California Chapter from 2009 to 2011. She served as a fiscal/program analyst at the Indiana Department of Legislative Services from 2003 until 2007. Brooks earned a master's degree in social work from the University of California, Berkeley, and her bachelor's degree. She earned a degree in social work from the University of Kansas. Her position requires Senate confirmation, and her compensation is $209,712. Brooks is a Democrat.
Madeline McClain of Sacramento has been appointed deputy director of real estate services for the California Department of General Services. Mr. McClain has served as Chief Financial Officer of the Department of General Services since 2023. She held several positions at the California Department of Corrections and Rehabilitation from 2020 to 2023, including Deputy Director of the Office of Financial Services and Associate Director of Budget Management. branch. McClain served as the Treasury Department's chief program budget analyst from 2017 until 2020. She served as Fiscal Supervisor for the Judicial Council of California from 2015 until 2017. McClain served as the Treasury Budget Analyst from 2003 until 2015. The position does not require Senate confirmation and the compensation is $192,228. McClain is a Democrat.
Felix Yip, a San Marino resident, was appointed to the California Medical Board and served on the board from 2013-2022 and 2003. Mr. Yip has been CEO and urologist of Felix Chi-Ming Yip MD since 1987. He has been a clinical professor of urology at the Keck School of Medicine at the University of Southern California since 2013 and at the University of California, Irvine since 2023. He is a member of the American Urological Association and the American Urological Association. He received his Doctor of Medicine degree from the University of Wisconsin School of Medicine and Public Health, his Master of Business Administration in Healthcare Administration from the University of California, Irvine, and his Bachelor of Science in Molecular Biology from the University of Wisconsin. The position requires Senate confirmation and compensation is $100 per day. Mr. Yip is registered without choosing party affiliation.
