The whole picture
Newsom Administration has made historic investments in recent years for California’s community-based service system that supports over 500,000 children and adults with intellectual and developmental disabilities (I/DD).
California offers the only lifelong service in the country funded by more than $15 billion a year. The evolving needs and access challenges of communities have highlighted the need to reconsider how nations provide local services to I/DD individuals and identify locations where stronger bridges can be built across employment, health and social services systems.
Focus groups and public engagement sessions continue to collect input across a variety of topics. These topics include employment, fee reform, early intervention, and autism. This plan will guide these conversations for continuous measurement, assessment, policy changes and fiscal investments. The legislation codified the masterplan for developmental services in 2024 and calls for an annual report to Congress over the next decade. In preparation for these reports, a biennial meeting of the Planning Committee will be held to review recommendations and share updates.
