NYC Health + Hospitals announced today that nine leaders from across the health system and MetroPlusHealth have been appointed to PoliticsNY and amNY Metro. Power players in healthcare in 2023 With an unwavering commitment to excellence, we are recognized as pioneers and political heavyweights who are leading New York's healthcare industry toward a future defined by innovation, compassion, and improved health outcomes for all. The list includes Dr. Machelle Allen, executive vice president and chief medical officer, NYC Health + Hospitals; William Hicks, CEO of NYC Health + Hospitals/Bellevue, Dr. Mitchell Katz, President and CEO of NYC Health + Hospitals, and Christopher Mastromano, CEO of NYC Health + Hospitals/Jacobi and North Central Bronx. Dr. Machelle Allen is Executive Vice President and Chief Medical Officer of NYC Health + Hospitals. Dr. Allen completed his obstetrics and gynecology training at NYC Health + Hospitals/Jacobi, worked as an attending physician at Harlem Hospital and Bellevue Hospital, and served as Bellevue's Associate Medical Director until 2013, when he was named System Deputy Chief Medical Officer. I was transferred to . She was named system chief medical officer in 2017.
William Hicks leads NYC Health + Hospitals/Bellevue, America's oldest public hospital. For his 287 years, Bellevue has been at the forefront of public health challenges such as smallpox, AIDS, Ebola and COVID-19. Mr. Hicks has overseen Bellevue's national certifications in adult and pediatric trauma, stroke care, cardiology, diabetes, rehabilitation, psychiatry and special pathogens. Bellevue provided direct care to COVID-19 patients and operated a vaccination center and testing facility that conducted more than 230,000 tests.
Dr. Mitchell Katz is President and CEO of NYC Health + Hospitals. Dr. Katz will lead the public through a number of new initiatives to expand access to primary care services, reduce administrative costs, invest in more front-line clinical staff, and build financial stability. We have focused on advancing the transformation of the healthcare system. Previously, he served as director of the Los Angeles County Department of Health Services. Prior to coming to Los Angeles, Dr. Katz served as Director and Health Officer of the San Francisco Department of Health for 13 years. He is a graduate of Yale University and Harvard Medical School. Dr. Katz also practices as a primary care physician.
Christopher Mastromano is CEO of NYC Health + Hospitals/Jacobi Hospital and North Central Bronx Hospitals, member facilities of the nation's largest public health system. He oversees his budget of over $950 million and his staff of over 4,000 people. Under his leadership, both facilities were integrated into his one-hospital, two-campus model. Mr. Mastromano and his wife, Lynn, a registered nurse, live in Glen Cove and enjoy ballroom dancing.
Sheldon McLeod has served as CEO of NYC Health + Hospitals/Kings County since January 2018. He has held leadership positions at NYC Health + Hospitals, including serving as Chief Operating Officer and Chief Transformation Officer at both Kings County Hospital and North Central Bronx Hospital. at Jacobi Medical Center. McLeod has held positions at Montefiore Medical Center, New York City Department of Health, St. Luke's/Roosevelt, and Primary Care Development Corporation. He serves on the board of America's Essential Hospitals.
Roger Milliner, MetroPlusHealth's Chief Growth Officer, is a Brooklyn, New York native who began his career in February 1990 as a marketing executive at MetroPlus Health Plan (formerly Metropolitan Health Plan). Mr. Milliner oversaw three divisions, managed over 350 employees, and increased membership by 930%, with current membership exceeding 700,000. Through his involvement with multiple regulatory agencies as a healthcare executive, he has helped shape many of the current healthcare policies and government assistance programs within New York State. He is passionate about fostering relationships with community leaders, city officials, citizens and community-based organizations to promote health care options to New York City residents and make his MetroPlus name known in the community. We are working on this. Milliner earned a Bachelor of Science degree in Healthcare Management from St. Joseph College. Additionally, he earned his Certified Health Insurance Executive (CHIE) from AHIP.
Dr. Jasmine Moshirpour is the Chief Medical Officer of New York City Health + Hospitals/Elmhurst and Queens. Additionally, she is a professor of obstetrics and gynecology and dean of the Elmhurst and Queen's Program at the Icahn School of Medicine at Mount Sinai. She received her MD degree from Shiraz University Faculty of Medicine in Iran and completed her obstetrics and gynecology training at Mount Sinai Medical Center. She is board certified in obstetrics and gynecology.
Dr. Jose A. Pagan is the Chairman of the Board of NYC Health + Hospitals and Professor and Chair of the School of Public Health Policy and Management at New York University's School of Global Public Health. Pagan is a health economist who has led research, implementation, and evaluation projects on redesigning health care delivery and payment systems.
Talya Schwartz, MD, is President and CEO of Metro Plus Health, a role she has held since 2019. During her tenure, Metro Plus Health has seen a 35% increase in membership, a 5-star rating from the NYS Consumer Guide, and a 4-star rating from the NYS Consumer Guide. Centers for Medicare and Medicaid Services. She led MetroPlusHealth by bringing MetroPlusHealth's behavioral health services in-house, overhauling its website and portal, modernizing legacy technology, and expanding virtual visits to more than 750,000 members. has been at the forefront of change. Her work to address social determinants of health in New York City's most vulnerable communities is the culmination of her leadership. She is the mother of her two daughters.
